Cobra 2000 final/driver bias question

Is it possible to test and or adjust the final or driver bias if L39 and final is not present at all? I was troubleshooting problem in that area. I pulled the final and L39 choke which burned up. But when I try to check the bias current now, there is no reading at all for either the driver or the final at TP 7/8. There is 13 volts at the test points so there is power. Thought maybe that would cause the final from not being able to be biased but also not getting any reading for the driver either. TR37 is good.
