Echo in a 959?

I put an OPEK LT-2D Echo board in a 959.

The problem is. It works great on the bench.
When I put it in a mobile, it has a nasty hum and no echo at all. I tried moving the grounds, I moved the + wire from the switch to a 8 volt source on the board, it still will not work in the mobile.

I have a 20 amp noise filter in the mobile, no problems with any other radio.

I have another 959, I don't know what Echo board is in it, but it works great.
