Elkin 6 tube - Power output, details?

My dad has a box that wasn't very well labeled, and I looked up the tubes online and they were 12dq6b's.. I found a box that looks just like his while doing the search and it's an elkin. It has 6 12dq6b's in it, and 2 small ones that I don't know what go to but assume it's either driver tubes or for something else.

I found a little information on the board, but nothing real solid about power output and such.

My questions are:
What SHOULD this amp be putting out? Is it a 200-300 watt amp? Should it be doing more? Also, are these 2 small tubes drivers? If not, how much power should be put into this amplifier in order to receive optimum, but safe results.
