Here it is:

After you open the radio up, look for Diode D411, labeled "D" in between the buttons on the keypad. Remove it and do a full rest and the TX range will be 142-151.99Mhz.

I've attached the official mod instructions from Kenwood.

According to Kenwood itself you don't. TX range gets expanded to only 142-151.995MHz.
