Do they come with the plug in & wiring to hard wire it into a Cobra 148GTL?

If you click on the third picture you can see the plug it comes with. They are designed to plug into the back of a radio that has that style port already there. A tech might be able to do a hard wire in, not sure. That said this post is from 2013 and he marked them sold.
