My FM has really LOW TX.
Is FM also affected by the swing mod?

Your carrier level is the same as AM. If you have a swing mod that lowers it, the FM carrier will be affected as well. If you mean that your FM TX isn't very "loud", then you can adjust your deviation to make it "louder".
