What amplifier are you trying to run? For most amplifiers out there the AM dead key is all that needs set right. Since the 949 has variable power if it was properly tuned you should be able to back the carrier down from the front of the radio.
The SSB ALC is VR13 for adjusting SSB PEP power. Once again though, on SSB the 949 is not a heavy swinger so it's 14-20 ish watts should not be too much for a decent amp.
If the dead key levels are still too high even when the variable is all the way down VR18 is the low carrier adjustment pot.

As 9C1Driver said, just turn the RF Output knob on the front of the radio all of the way down (counter-clockwise/"CCW") and it should be ready to rumble.
Check it with a watt meter and a dummy load to be sure that you are seeing 1 watt dead key on AM. Make sure that the Mic Gain knob is turned fully counter-clockwise before testing it.
If it sin't @ 1 watt when set to full CCW on the RF Output; then someone may have messed with the settings inside.
In which case, if you don't know what you are doing you would be better off to take it to a shop and let them give the right adjustments.
