HAM IV not braking?

I have a HAM IV that is not braking... it still offers some resistance, and the teeth looked good 6 months ago... but it is clearly not braking as I can grab the antenna and rotate it by hand...

NOTE: I can hear it when I hit the brake release button on the box

any ideas?
 

How hard does it turn by hand? It should turn hellishly hard even with the brake off because of the 3600:1 gear ratio. If it turns fairly easy you have other problems than the brake not engaging.
 
its not that hard really, but I was grabbing about 6 feet away on a beam, so it is a pretty big lever... the beam is rotating just fine from the control box and seems to be holding position
