Help Identifying antenna

Alright well a few weeks ago the local PD threw out a lot of stuff from their station, and I picked up a few antennas and other items, but anyways theres a Motorola antenna, no other markings, and Im trying to distinguish if its a scanner antenna, or a CB antenna, The antenna like I said is Motorola and the antenna part itself can be adjusted via small hex screw, but I figured maybe it could be used for scanners because they use those over a CB...



Any help is appreciated.

The Threaded part is a NMO thru-hole mount, you will find this type of mount common to a lot of VHF/UHF antennas( ham, public service,commercial etc) and the antenna is just a base loaded antenna, although without a part number, its anyones guess what frequency it is cut for. My guess is VHF???
