Sounds like a bad VR to me. You could lift pin 1 again and use an ammeter to feed 8v from pin 6 to pin 1's trace. The current draw will tell you if something else is bogging it down or if it is just the regulator. I would test and reinstall the caps before continuing though.

I forgot to mention, that while I had the VR Pin 1 lifted, I fed 8v to pin 1's trace from pin 6, and it caused pin 6 to bog just like pin 1 does.

You will have to have to follow that trace and look for the short then.
