how hard is to changes the finals on a galaxy dx 99v.

I think that radio had two 2SC1969 transistors? Not hard to change if you have the tools, good soldering station, heat-sync compound, etc. Those transistors aren't the easiest to find anymore. If you don't want to do it yourself it wouldn't be terribly expensive to have someone change them for you.
