Johnson 4125 poor modulation

Ive been trying to get the modulation up on this radio to no avail. I disabled CR 12 and added an astatic handheld D 104. Still only 65%. What else can i do?

The only other thing I see is Tune L-3, L-4, L-6 for max.

I replaced all the caps and it brought it up a TON!
