keying circuit help.???/

i have a question on the keying circuit. i enclose 2 pictures 1 the keying circuit on my box 2 keying circuits found on other amps.
the cap going to so239 is mark 18j the cap going to ground is mark 104 the resistor is orange ,white,brown,gold ,yellow=390ohms
my question is the way mine is built with the resistor wouldn't that choke the rf signal going in.???

It looks to me like the resistor is providing base bias for the transistor. It has nothing to do with the RF flow.The RF goes straight from the RF connector to the base of the transistor via the capacitor.
