Looking for advice on antenna setup

Well I can't seem to get the 3ft wilson to tune at all swr are throughthe roof no matter what I did.Is there a way to tell if antenna is way short/long cause won't that cause high swr?I put the 4ft k40 on and got swr down to 1.3 on all channels.I will run it for a few day's and see what happens.thxxx all.

yea you can tell if antenna is short or long
check swrs on ch.1 then 40 there should be a slight difference between the 2
if swrs are low on ch.1 and high on ch. 40 lower/shorten whip
if swrs are high on 1and low on 40 shorten whip
to do this remove the plastic cap on top of antenna theres a small whip
in there to raise up and down
