Loop antenna question

I was browsing the net for different types of loop antenna's for indoors SW and HAM bands Last night. I ran across this site: P2P FM

Than i noticed this antenna: Photo uploaded see files below

My neighbor has this same type of antenna but it has what looks like microwave wire dish behind it and its on the roof...? i have photo i upload that one too:

Question is what ia the naighbors antenna for ? It looks like what I found online but a tad bit different

I've seen a number of these around town and I'm curious as well (speaking of the first antenna).

If you're seeing a bunch of the same small odd looking jobs like that around a town, they are a local network "cable" TV system.
