i am putting up an antenna specialists base antenna.
it is new in the box and the sections are held together by screws that go into pre drilled holes.
you just match up the holes and connect them to the factorys settings.
if the swrs are not good should i cut a slot in the bottom section so i can use a hose clamp to adjust it? i wonder how the factory setting will work?

I would say that if you put it together according to the instruction and your SWR is off, then something else is wrong (coax, connectors, etc.) BTW, here's an older thread on the same antenna:
