Poor man's talkback by soldering a 470ohm resistor in between the PA & ext speaker on the PC board, turn up the modulation a little bit & space the coils out a little bit. Simple stuff, nothing too special & it fits the budget.

Check CB Radio - DTB Radio's Front Page tips & tricks. I believe it uses the same chasis as a Cobra 19DX. There is a supertune, sc1969 final mod on his site.
