Need help. Connex 3300hp-zx

Powers on. Tx/rx light flickers and Dosey meter jumps from 0-3 watts. Any ideas?

Check regulator voltages and work your way down the chain. It's not a 1 size fits all diagnosis but common causes is where I'd start. That's an old rig too, the electrolytic caps are probably pretty dried up as well.
