Last month, New Zealand’s Radio Spectrum Management (RSM) -- that country’s equivalent of the FCC -- charged and fined Alan Potter, ZL3II, of Christchurch, for transmitting outside the terms and conditions of the General User Radio License for Amateur Radio Operators.
