Paradynamics pdc5

I bought this meter but the 100 watt scale does not seem to work-no difference from 10 watt setting.I looked inside and wire going to switch seems bridged between 2 globs of solder-is this right or sloppy soldering from factory?

I agree it almost sounds like something shorted. Let me know if you find the problem.
