President Madison V4 PC-411AD Board NO Power Out

I cant find a readable schematic is issue 1

Cant see on wattmeter at all but can see it on Spectrum Analyzer 20db attenuator Ref 0 to -100dbm keyed seeing -30 dbm and on frequency.

When i received the radio TP7 & 8 were disconnected after seeing no power out I noticed it.
Hooked TP7 & 8 back up and still no power out.

I took a few voltage readings in AM no modulation.

C 13.8 vdc 13.7 vdc
E 13.2 vdc 5.5 vdc

2SC1969 RF Power Transistor
RX B 0 vdc TX .38 vdc
C 0 vdc -0.3 vdc
E ground ground

2SC2166 RF Power transistor
RX B .45 vdc TX .57 vdc
C 13.17 vdc 5.4 vdc
E ground ground


hFE seems low to me? not sure?

2SC1969 tested out of circuit
hFE 6
Ie 5.78 mA
Vbe 616 mV

2SC2166 tested out of circuit
hFE 22
Ie 219 uA
Vbe 546 mV


Any help would be greatly appreciated

Check TR37 bias transistor, I’ve seen these go bad in 148,2000 and Madison’s with low to no power out
