I guess I do not understand this swing thing. I have about 5 radios and 2 or Icom hf radios. I rarely use am but see all this swing buisness. When I key any of my radios on am with the watt meter set to pep I see no meter movement just a steady meter reading. I have tried the watt meter on average and see no movement. What am I missing?
 

Your ICOM radios will not swing; the ALC in the radio prevents that. The most AM swing you can get out of an ICOM radio is anywhere from 100W PEP to 200W PEP depending on the radio. This is normal for an amateur HF radio.

You did not describe your other 5 radios, so I can't comment further.
 
Maybe the meter is bad, I have it set on PEP but average seems to show the same reading normally as Pep.

Yep, if you're not seeing any forward movement then your radios are not modulating (not talking) or your meter is bad or something else is bad wrong.

See if you can borrow a good quality meter from a local buddy and try that.

Pretty sure my radio is working it must be the meter. What is a good swr watt meter that does not cost a fortune?
