In 2011, I became curious as to how an HF station might operate from a moving passenger train. Many ham operators design and test their equipment to operate in harsh emergency conditions. Those operating conditions are never the same and never predictable. A caboose HF station would be cool. Sadly, no more cabooses. My neighbor is an engineer for Conrail. Says anything but company radios is a no no.

That is an interesting question. I know they allow amateurs to operate on cruise ships. Airplanes, no. Trains? After reading the article, it appears to be yes. I have a friend that works for BNSF... I may ask him what the regs are on this. Could be a fun outing for our local club, as the Tarantula runs back and forth from Dallas to Fort Worth daily.
