RCI 2990 USB noise level signal higher than AM/FM/LSB

I have a RCI 2990 that when it is in USB mode the noise level signal is about 3 s units higher on the meter than when in AM/FM/LSB mode on any frequency.

From everything I have read the noise level signal reading for LSB and USB should be fairly close so I am assuming there is something up with the radio unless I have something powered up here that just causes noise on USB.

Has anyone ran across this issue or know what could possibly be the cause?

I have messed with these sometimes very noisy,
and sometimes distorted in SSB, receivers.
I have read the complaints of "white noise"

check the AM USB LSB OSC frequencies.

in SSB receive, after the 10.695 filter the signal goes through more
amplifier circuitry with tuned input and output. adjust for
equal receive levels as in the service manual.
(L11 and L12, or L15 and L16)

also, usually the receive RF GAIN has to be turned down.
the RF AMP transistor test circuit uses 1 mA, but on
some of these radios there is 8 mA or so...
I have seen where RCI have changed resistor values
so this maximum current is lower to the RF AMP.
