Been hearing this today and yesterday, on right now. Same time both days. 6-7 pm eastern. 27.120 AM or therebouts. Continuous carrier containing odd noises and sometimes undecipherable voice.

You getting this? Any clue what it is?

This is in between channels 13 and 14.

It is coming in on DX wave for sure. Not a local trace signal near to me.
 

No but I have notched that in the South Carolina recently on my travels that there's sum broadcast around channel 27 some guy or machine is giving alerts about child abductions, and breaking news events?? Sounds like the weather alert radio voice?? Weird....?
 
Same again this evening. 27.120

I believe it is coming out of south Florida or the Caribbean.

I found the C90 Capacitor, but I can not for the life of me find the C89 capacitor. Can or does anyone have a picture of the exact location of C89 ? Thank you in advance, Wes
