I have a chance to buy one but it has a non working clock which I dont care about. My question is what board does it use? It's a 8719 but is it the cobra 142 board or the President Madison board?

There are two models, the US version and the other with FM (DX/Europe)
I just picked up the export version with FM. Just finished recapping it today, actually. Going to start the alignment on it in the morning. It has the Hi/LO toggle for extra channels.
So, regarding the question about the similarity to the Madison or the 142. I purchased a Stalker XX a while ago and I will say that it was not exact to either. 1st thing is the PLL. My Stalker, and what is shown in the Sams manual, is a MB8734. Also, when doing the alignment the Madison or the 142 did not match. I ended up using the service manual for the Realistic TRC-450. It matched perfectly. Of course, 2 weeks after I completed it a Sams for it came up on Ebay and I got it. Mine is the US version in mint shape except that the clock does not work. It just flashes 88:88. I will say that I've had a bunch of older radios and so far, this one is my favorite.
