tristar 747 low power problem

hello, my tristar 747 has dropped power output to about one fifth of a watt when I key up. the problem is intermittent and sometimes it works fine putting out 6 watts am. fm seems to be recieved clearer on another cb i have(although it doesn't put out any more). It lights 3 out of four lights on that set when it is beside it.(3 watts I assume). I was advised that it could be a cold solder joint and I reflowed some of the joints that looked dodgy. It has also started motorboating while transmitting very rarely on the high band. I have not interfered with the radio aside from zero-beating the reciever and installing a 10khz shift with a transistor not gate and led. any opinions would be helpful. I vaguely remember another poster with a set that put out 25 mw but I think his fault was also unresolved.
edit: its used as a homebase, the regular pop-pop in the speaker is not ignition noise.

it's alright I copped what was wrong it was only not transmiting when the 10kc pin was lo so I think I switched the wrong leg of the transistor when it was out of circuit and it was bleeding through a little. my bad, apologies
