I have recently followed all the walk-thrus to open up my TRC-458, however I am confused by this one

27.415-27.445

Realistic TRC-458 26.045 to 28.045mhz expansion

27.415 TO 27.445mhz Expansion:

Very hard modification to find information on:
This modification should open up ALL the A-Channels,like
26.995mhz / 27.045mhz / 27.095mhz / 27.145mhz / 27.195mhz

(1) Cut trace going too pin #
(2) Solder a 4.7k resistor across this cut.
(3) Install a SPST switch
(4) Solder top pin of switch to 8 VDC ( RX AND TX )
(5) Solder bottem pin of switch to pin #17
(6) Solder bottem pin of switch to circuit board ground.

A few issues I see:

1.) step one does not list a pin number... but common sense tells you it is # 17
2.) it tells you to solder pin 17 and chassis ground to the 'bottem' pin on a SPST switch
3.) it THEN tells you to solder 8 volts DC to the top pin on the SPST
4.) if you did this and used that switch, wouldn't it cause a dead short?
5.) correct me if I am wrong but doesn't the Uniden 858 PLL use 5v on the pins?
