variable power on eagle 2000 aka galaxy saturn

I know that ther are variable pots to adjust on the inside of the radio...

my question does the RF power knob on the outside of radio adjust the SSB power as well as the AM power..

while talking SSB today I did not notice any difference in PEP when turning up the RF power knob.. AM power is adjusted with the knob 1/4- 6 watts , AM power is turned way down to drive a TS667 which drives a TS 1600..

BUT is SSB PEP watts only adjusted inside the radio?? if so what VR do I need to to adjust
