I have an old heathkit tube power supply but I am just going to use the case I need a PCB kit or power regulator kit. all I need is a regulator board.

it is 5amps @ 38V so how many amps can I do regulating it down to 13.8~14V. 14 amps?

Since the secondary is rated at 5 amperes, I wouldn't try to pull more than that. The voltage doesn't matter; 5 amps is 5 amps, governed by the size of the wire in the secondary.
