If nothing looks burnt and, has finals and nothing is missing it's probably the keying transistor. Should look about like this on three legs.

Is this amp similar to the Shooting Star 225 plus? I have one and it won't key. The preamp works fine though. Looking inside there is no relay, nothing looks or smells burnt.

Will have to look for that keying transistor.

You should look closer

yes ,i can hear the relay engaging,sprayed it with contact cleaner made no difference,can not see anything burnt.
