why ceramic capacitors

hi all, quick question, have a lot of interference from my cd player and HID headlights, as posted before.
why does it have to be a ceramic disc cap rated at 0.1uf , and what power rating should i use for the HID's, do i put on the power leads going to the ballast box so 12v, or from the ballast to the headlight, which is a lot more, ballast is rated at 20000 v, thats obv for the arc in the bulb.

I found the C90 Capacitor, but I can not for the life of me find the C89 capacitor. Can or does anyone have a picture of the exact location of C89 ? Thank you in advance, Wes
