Maybe he means he just does not have the power cord with the radio?

I can power up just about any radio without the original power cord.

Im geussing that the Illinois amplifier builder modded that radio and did the tuning to get that biaaaaatch justa smoking on the airwaves!! Well it certainly wouldnt be false advertising
