Do i have a bad power supply?

So I got a new power supply a couple months ago and I am getting a reading of 25 volts DC on my multimeter when I touch the black probe to ground terminal on the power supply and the red probe to the front bnc connector on scope. I get 25 volts DC on scope, frequency counter and cover screw on Wall outlet. I had a professional electrician check out all my wall sockets and he said everything was good. At first I thought my scope had a hot chassis but I got another scope and a frequency counter and all say 25 volts on chassis. What do you think???
 

So, what do you see on the multimeter when you touch the black probe to the ground on the PS and the red probe to the positive terminal on the PS? ;) Are you reading the correct scale on the multimeter?
