I don't think the FCC is going to do much, as CB is unlicensed.I'm going to keep all this stuff in mind in case I ever am asked for assistance in locating the problem. I doubt I'll ever get that call, but hopefully the FCC can put some pressure on these people.

They way that FCC handles part 97 RFI complaints now, directly involves ARRL, as the first point of contact. I would be interested to see if ARRL gets involved with a part 95 complaint, or if FCC sends a letter to the offender.This isn't quite true. According to FCC rule:

This came from an email sent to the FCC asking a question. They urged me to send in a complaint request form.
In order for a field rep to show up I would need to file a FORMAL complaint, which would cost me over $600.00. I am not willing to spend $600 on an endeavor that may or may not solve my issues. I did file an informal complaint and the people will receive a letter explaining that they're been named in a complaint for RFI and that their home is interfering with radio communications. The letter will include the possible fines and punishments if not handled in a timely manner. The people will have 30 days to clean it up and respond to the notice. After that, I have no idea.You might want to have a nice clean unmolested 40 channel CB at your desk just in case.
I doubt this type of complaint will escalate to a person actually showing up, but I have seen them show for enforcement actions in the past and they can ask to see your station under the rules.
I sure hope that they send a notice of apparent violation to the renters and It gets their attention.

Exactly. Which is what the power company and I both tried to do, prior to the complaint. These people are very strange and private. Hopefully, the FCC sends one to the landlord as well. I have NO faith in the neighbor pounding on my door.After receiving the letter, an intelligent neighbor would be knocking on your door asking "what can we do to resolve this Greg?" Any chance of that happening?
It'd be nice to have a copy of the letter to send to the owner if Uncle Charlie doesn't. Thinking the owner would probably prefer to head off a hassle that could possibly cost him buck$, if possible.Hopefully, the FCC sends one to the landlord as well.

I've had it before in my mobile if I got closer to certain power poles some with Tranformers poor Ground I suspect or something internal causing Harmonic's neon sign's but something in your vincinity maybe causing it.This is downright ugly. I've always had noise in my radio, usually about 3 to 4S units that I had to deal with. Even when everyone says they're dead silent, mine has noise. I've learned to live with it. A few days ago my radio actually went nearly silent with everyone elses. Hard for me to believe but I enjoyed that evening of quiet talking. Then, a couple of days ago, EVERYONE was complaining of 7 to 9 S units of noise. O)ne guy in the group follows the sunspot page and said there was just some solar activity and it should be gone in a day or two. Well, last night we fired up, I've got a tad over 7 Units, and I made the statement that the damn noise wasn't gone yet. Everyone else thought I was nuts until I made a video to show them. They all had ZERO noise, none, nada, zilch. I could not even hear a guy that is about 5 miles from me. Well, I could tell someone was talking, but couldn't understand him well. He has a good rig. My question is; Has anyone seen anything THIS isolated, or localized where it goes from zero to useless in 5 miles or less? I have no idea what to do, if it's suddenly me or conditions. I have not changed anything in the house, and I've unplugging different things, but I'm pretty sure it's not in the power line. If I remove the coax it goes dead silent.
