Beats me, but I am leaning twords the U.S. coastguard perhaps. This is not something you can go buy. :-) The picture does not do the size of this thing any justice. This antenna is HUGE! and stands about 100 ft or so.

Coastal NDB. Probably a beacon somewhere in 400-510KHz. That's the capacity hat. There will be radials under your feet as far as their property.
