I just looked again, and R249 is present. no legs of the resistor clipped. when i looked in the radio this time, it literally jumped out at me. that is the first thing i saw.
the way i see it, if its adjustments made, i would consider it stock. in a sense.
I cannot, for the life of me, locate R249. Ive located all the other ones, just not that one.

(Im guessing. Like i said, im new to internal CB... or in this case Export. I'm also assuming the modulation limiter will not let the modulation exceed 100%?)

i was for sure going to fix the meter light. but i know nothing more about whats been done to this radio than you. this is exactly how it was when i bought it. only clue is the label on the inside cover, which there will be a picture of.
