Uniden pro 520xl

I have a uniden pro 520 xl cb. would like to know if there shoule be a ground reading from negative side of power plug to outside shell of antenna connector. On mine there is no ground shown from power plug ground side to outside of coax connector. My swr is high. Thanks for help
