varmint 600 xl base amp

Does anyone know what the avg output should be on the varmint 600 with good tubes.I am only getting 250-300 dead key with 4 in not much swing.people on the other end say its clipping ,or breaking up on the other end,sometimes relay chatters but they hear it even when I dont hear it.I just had it...
