My 310m pulled that.
I just had to keep working the keyuntil the relay re-seated consistently.
It had been sitting for years and probably got some corrosion buld up on the relay contacts.

It sounds like a D&A that has been converted from the original 6lq6 tubes to the 35lq6s.
Something about the 3 transformers.
I'm surprised that it is only doing 1k.
Can't figure out why anyone would that though.
One thingis for sure though (if my search is any indication) finding 35lq6 tubes...

I have a 310m (mobile version of the Skipper 300 8950 tube box.
It has a terminal strip that the appears to hold the trans-stage tuning inductor coil. On the oposite side of the strip there is a wire wound 20ohm...
This sounds like someone may have put a "modification" on that clarifier. IF they did I would return the clarifier to stock. If that cures the issue then I would find someone who knows how to re-work that clarifier the right way or leave it stock.

Personally I like the 20/40 pencils for radio work.
Those squeeze bulb de-soldering tools got as much use as the pencils when I had my place.
