vertex programing

I have 2 vertex standard radios one is vx-132 and the other is vx-160 I'm trying to program 2 of the frequencies from the 132 to the 160 but seem to be having trouble I can transmit from the 132 and receive on the 160 but I cant transmit from the 160 to 132 I'm real green when It come to this...
