Try looking into a Nano VNA. A bit smaller, yes. But, best of my knowledge they do everything the ZOOM’s do and then some. Seem to go for around a quarter of the price also.

You put new transistors in? Or tested them properly? Could be a relay contact issue also I would imagine. I have one that began to go deaf and I confirmed it was the relay itself.

I have one that does the same thing. As soon as you turn it on, even not hooked to a radio it keys up. You can hear the relay click. I may be wrong, but I believe the keying transistor is popped on mine.
Doesnt sound right to me. Output should remain consistent if I understand everything you have said correctly. Sounds like something could be amiss with the radio. Hard to know for sure.
