Sorry for the delay as I was out of town for a bit. So I just sat at the bench and did the test as you suggested and I get 12.5 at the base and 12.6 at the Emitter with 3 volts at TP8 and at the collector. I am assuming that Q67 may be bad?
Also, I see Q67 as a 2SB798...

As a followup to this, I did find a thread that stated the drivers should be adjusted to 3.7vdc and the finals to 3.5vdc at the gate. That is how I adjusted them with no shorting board.

Hi Men,
So a 2950DX with no power on AM and full power on SSB. I checked Q66 and Q67. Both have ~13 volts on the outer pins and 2.27 volts on the center pins in AM on TX 100% power knob. Does that sound right?
