    I would take a trip to a vinyl shop, they have all types of textured vinyls that you could just cut a piece and wrap the bottom of the meter in, also, a more readily available solution, would be something called gaffer's tape. You can buy in wide widths on Amazon and it looks fantastic...

    As far as the phantoms go, and I may be confusing it with a maco, wasn't there a variant that had like five knobs on the front to tune to get the thing running? For some reason I seem to remember a phantom that had five things to turn. And I never really saw a good explanation to its tune-up...

    Replace the caps and bleeders. If im not mistaken they are either 180 or 200uf 450v or 500v caps. Use 100kohm 5w resistors for bleeders.

    Good 3m tape is rated for 600v per layer, a few good layers on each end will insulate it.

    I would bet a close inspection of the caps once removed from the pcb would show a tattletale black mark somewhere. Disconnect the AC leads and secure them out of the way. Maybe with some electrical tape on them. Turn the supply on and you shouldn't have any issues if the caps are the issue. If...

    Both responses are correct, also one thing to take note of is that your state of tune will change depending on the amount of drive you apply. So if you tune this thing for one level of power, it'll change a little bit if you lower the drive significantly

    I mean, if it literally "just needs tubes" i might do it. But if i had it, spending 125-250 for a set of tubes to maybe get 700w on am... I dunno. A gi7b would make same power with that supply and they are $30.
