I did a web search for the purpose of trying to assist you in resolving this issue and found some information that might shed some light on the problem you are having with the antenna.

My friend has a Imax 2000 and I advised him to install the radial kit.
After he installed the kit he reported to me the everybody stayed the same on the S-meter, but, he was able to hear better on the weak stations because the radial kit reduced the noise level.

The line section in a VHF meter is shorter than one in a HF meter and will be less sensitive at HF frequencies.
Maybe the dead key in the radio has been turned way down and it has a swing kit in it.

The original design goes back some years ago.
And it was originally designed with a single ended op-amp that required a +- 9 volts power source to meet the needs of the circuit design parameters.
But a long time has passed since the original design and better op-amps have come along and...
