tr 37 has me stumped my readings in recieve are 0.1, 5.5, and 0.6 c has 5.5

no it is beyond that no recieve at all i tried the keying up to see if it is recieving and nothing... scratching my head on this one but i am stubborn and yes i am familiar with cold solder joints i been thru it all

after looking more IC 9 has my attention i know sometimes manufacturers will cover the part numbers, I am curious if this might have gotten too hot or just a cover up ?
