    When the ultra expensive 8950 tubes die, use cheap 6LB6 with two tubes each filaments wired in series. 6LB6 is same tube as 8950 with different filament voltage.

    Neighbor like all could care less. Only option for you is MFJ 1026 noise canceller. It works. The FCC gave up on items causing interference 30 years ago and let noisy power supplies from China come into the US.

    Mic volume set too high? Frankly the side mic 29s were made starting about 1980. CB us basicallt toast anyways. Buy a front mic panel Cobra 29 year 2010 or newer for about $35 used on eBay. Heck, you may get $15 for old mic on eBay too.
