Sucks cuz I missed a switch on the bay for 9 bucks too.
The Cobra 29LX uses that same sort of scheme for color changing. I have 1 here tore apart for non function of that white panel. Golden Eagle Radios sell a replacement part for the 29LX.

Just serviced one a month ago. New caps, warm white LED meter light and installed a 3 pin standard power jack. Comes stock with 20ga wire thru a Heyco cord strain relief... no good in my book. Does seem built a bit cheap but it is smaller footprint. Different for sure!
I would have to guess he needed the neutral to light up the switch when turned on...ie neon indicator. Maybe had it wired incorrect the first go around???
I just re-capped a 1990 Philly Cobra 25 last night. And repaired/replaced various other items. Also removed the corrosive Sony Bond glue crap.... no damage to components found. She is much happier now!
The ept360010a is just an earlier board version. Now, if your are good with a soldering iron and related equipment, a re-cap is just time consuming. Not really hard per say other than remember the polarity of the removed cap and how the replacement cap goes in.

I have had good luck re-caping the entire radio with quality new stock caps, (counter module also), and relocating the counter board ground wire to a ground point rear of the main PCB. Also try relocate the metal shield box ground to the rear also.
Also depending on the counter module type...
Got me a Taiwan 146GTL here I been bringing back up to snuff. Full recap, replace clipped diode by PLL, repaired the broken trace to the channel readout to bring back the so called "burnt segment" and now waiting on a replacement meter with a 5mm warm white LED. Of course Deoxit all controls...
I would say 1 of my HR2600s with the Chipswitch in it with a chip serial number 123456. No joke! I just happen to buy a parts radio on the bay and bingo! Transplanted that chip into a fully recapped and voltage regulator upgraded unit.
