    Just noticed that they issued a Notice of Violation instead of a Citation. A NOV may only issue if the person has a license or is supposed to have a license. In this case, the NOV says the recipient is a "licensee" on the CB. Since when did the FCC start issuing CB licenses???

    Maybe the FCC's plan is to keep narrowing the scope of Amateur usage to the point where there is no justification for the frequency allocations. Then the FCC can take everything but one band, reserved for Amateurs. Say the 10 meter band.
