On mine, I noticed that IF/WHEN I turn the ALC VR pot ALL THE WAY UP, I begin to get 'the warble', no doubt putting more strain on it than the power supply circuitry was designed to accommodate, even THOUGH the 2166 driver and 1969 final are more than adequate for the task at hand...
Yup, the SP-1A is the "real" deal, but tremendously more difficult to install. Got one years ago, (probably 1998 timeframe?) from John Mahoney at Panther Electronics in Nashua, NH (now defunct) and installed it in my Midland 79-290. I'll tell ya what, that thing, with the SP-1A and dual 1969...
Hmmm, so what should be my NEXT step in the troubleshooting process? I have a PLL truth chart (Thanks SONOMA!) for a 148 (although not a Night Watch). I checked pin 11 on different channels and it DOES change voltage on a few of the lower channels as you said it would.

Okay.... same here R130 was bad, replaced it with a new 1/2 watt 10 ohm, and now I have been able to restore VCO voltage.
Using service manual on CB Tricks for the NW ST, I was able to set the VCO voltages on Channels 1 and 40 to within specs, and that restored the radio to TX/RX on MOST...

Apparently, when this rig went back to Cobra to get Factory Reconditioned, instead of changing out R130 like they should've, it appears the "geniuses" at Cobra installed a Mod consisting of a board labeled: KEPC-635-A, and says: "for 148nw latchup reset."

Nope, it wasn't R130 (which, from the factory is 10 ohms)..... it was R105 that I was looking at, and it's supposed to be 100 ohms.
Can't seem to find R130.
Don't know of the "FACTORY RECONDITIONING" included all the freaking HOT GLUE they put in this radio.... can't even get to the parts...

And yes, I 'think' I found the resistor; I followed the trace off of Pin 7 to an unmarked resistor against the edge of the PC board, which is unmarked and presumably R130.
Checked the radio again on ALL channels, and it is INDEED putting out fully wattage, only fixed on a tx freq...
Ha.... thanks for the warning..... NOW it looks like that (burning out the VCO chip) is precisely what I have done, as I can no longer adjust the VCO voltage via L19 any longer. It is now fixed at approx. 3.11 VDC, and I no longer can get a lock, or ANY transmissions on ANY channels.

I've got a used, (and Factory Reconditioned, no less) Cobra 148 NW ST that is giving me fits. Of course, the NW doesn't work, but that's not the issue.
The issue is: when I first got the radio (eBay of course) it wouldn't transmit or receive on channels 30 - 33. PLL and everything else...
